Professional Experience
Manuel has 15 years of experience in heavy civil and vertical construction. As a state participant of V.I.C.A (SkillsUSA), he took interest in construction. He first worked as a field engineer’s assistant, assisting with field engineering and surveying on vertical projects such as Reliant Stadium, George R. Brown Metro Building and Moody Gardens. Later transitioning to heavy civil construction, he held various positions with contractors performing TxDOT and LGPP projects. As Survey Party Chief, he was responsible for layout on projects including bridges, MSE walls, storm systems, railroads, airport runways and asphalt and concrete roadways. Manuel’s background includes extensive experience in cost estimating and plan review. He was previously assigned to AG|CM’s estimating department and was responsible to prepare detailed takeoffs, plan and constructability reviews, crew and equipment hour forecasting and securing material pricing. He has since transitioned to the field. As an inspector, Manuel has overseen municipal streets projects involving water, wastewater and other public and private utility infrastructure. Manuel is ROW certified in Local Government Project Procedure and has Confined Space Entry and OSHA 10 Hour training. He is certified in Construction Quality Management for Contractors (CQM-C) through the United States Army Corps of Engineers (USACE).

Mr. Hernandez is responsible to perform quality assurance services on public and private right-of-way construction including but not limited to highway, collector and arterial roads and streets and associated earthwork, utilities, drainage, traffic signaling and signage, traffic controls, site controls, profiles, sections and markings. His primary objectives are 1) defect prevention, 2) defect detection by a) visual inspection and b) special inspection and testing results reported by quality control professionals and technicians and 3) to assure construction conforms to the construction documents. Additionally, he is often tasked with select Construction Management duties such as validating Contractor Pay Applications, coordinating Requests for Information between Contractors and the Engineers of Record, evaluating Change Orders and serving as liaison to residents and business owners affected by construction on behalf of public entities.
