Gilbert possesses over 23 years of experience in the construction industry including the heavy civil commercial building and residential building construction sectors. He has provided field oversight and quality assurance inspection on all phases of construction for both public and private entities. Experienced as both a general and specialty contractor, Gilbert developed heightened analytical skills that enabled him to thoroughly review plans, specifications, shop drawings and submittals, in advance of and throughout construction, to understand how various construction materials are to be incorporated into the work, to identify non-conforming work and to head off challenges prior to them arising in the field. Gilbert has industry training in Confined Space Entry, OSHA 10 Hour and Contractor’s Safety Council in various safety courses. He is certified in Construction Quality Management for Contractors (CQM-C) through the United States Army Corps of Engineers (USACE).
Mr. Tobias is responsible to perform quality assurance services on both commercial building and heavy civil construction. His primary objectives are 1) defect prevention, 2) defect detection by a) visual inspection and b) special inspection and testing results reported by quality control professionals and technicians and 3) to assure construction conforms to the construction documents. Additionally, he is often tasked with select Construction Management duties such as validating Contractor Pay Applications, coordinating Requests for Information between Contractors and the Engineers of Record, evaluating Change Orders and serving as liaison to residents and business owners affected by construction on behalf of public entities.
