David’s 9 years of experience includes the preparation, estimation, evaluation and negotiation of multi-million dollar construction contracts, and post-project construction contract claims and requests for equitable adjustment (REA’s). He has experience in a numerous amount of activities including preparation of project scopes of work, preparation of internal government estimates concerning projects for construction merit, evaluation of post-project contract claims and requests for equitable adjustment, preparation of internal government estimates for claims submitted, preparation of high and low cost objectives for negotiations, negotiations with contractor personnel and preparation of post negotiation documentation for negotiated settlements. He served in the United States Army and has a rank of E4. David is certified in Construction Quality Management for Contractors (CQMC), is also a certified course instructor in CQMC by the United States Army Corps of Engineers and has OSHA 30 Hour training.
Mr. Harding is responsible to perform quality assurance services on commercial building construction, including work classified under but not limited to the following Construction Specifications Institute (CSI) divisions: existing conditions, concrete, masonry, metals, wood, plastics and composites, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, special construction, conveying equipment, fire suppression, plumbing, heating, ventilation and air conditioning, electrical, communications, electronic safety and security, earthwork, exterior improvements and site utilities. His primary objectives are 1) defect prevention, 2) defect detection by a) visual inspection and b) special inspection and testing results reported by quality control professionals and technicians and 3) to assure construction conforms to the construction documents. Additionally, he is often tasked with select Construction Management duties such as validating Contractor Pay Applications, coordinating Requests for Information between Contractors and the Engineers of Record, evaluating Change Orders and serving as liaison to residents and business owners affected by construction on behalf of public entities.
